William “Bill” Redwine - Chair


William "Bill" RedwineWilliam “Bill” Redwine, a native of Sandy Hook, Kentucky, holds a bachelor's degree in government and public affairs from Morehead State where he was a member of Sigma Nu Fraternity and active in the Student Government Association. His graduate studies include the areas of higher education, business and sociology. Bill is active in the Morehead community where he served 26 years as a member of the Rowan County Board of Education, 5 of which as Chair of the Board as well as a member of the Morehead Optimist Club, The Morehead Chamber of Commerce, the Advisory Board of Kentucky Bank, Chair of the St. Claire Medical Center Foundation Board, the board of directors of St. Claire Healthcare, Hepburn Masonic Lodge #576, Valley of Covington Scottish Rite Masons, El Hasa Shrine and the MSU Alumni Association. Bill currently serves as President of the Morehead Optimist Club. Mr. Redwine and his wife, Susette, have two adult children and three grandchildren.

Anthony “Tony” Helton - Vice Chair


Anthony "Tony" HeltonAnthony “Tony” Helton serves as the Vice President of Revenue Cycle Operations for St. Elizabeth Healthcare in Edgewood, Kentucky. Tony received a Bachelor of Science with concentrations in Finance and Human Resources from Northern Kentucky University. He also received an Executive Integral Leadership Certification from the University of Notre Dame in South Bend, Indiana. Tony has had many community service associations including the Alliance for Catholic Urban Education Board of Directors and the DCCH Center for Families and Children Board of Directors. Tony currently serves as the Chair for St. Claire’s Board of Directors Finance Committee.

Sr. Marla Monahan, SND - Past Chair


Sr. Marla Monahan, SND

Sr. Marla is a graduate of Loyola University where she earned a master’s in pastoral studies. She also holds a master’s in mathematics from Ball State University and a bachelors in mathematics and secondary education from Thomas More College. Over the years, Sr. Marla has held several positions teaching mathematics and religion at schools including St. Augustine School, Bishop Brossart High School, and Notre Dame Academy, where she also served as a campus minister and religion department chair. For the Sisters of Notre Dame, Sr. Marla served as the Director of Formation and Vocations from 1984 to 1992 and as Provincial from 2005 to 2014. During her time as Provincial, the SND established Notre Dame Urban Education Center serving at-risk children and families as well as expanding its education mission in Uganda, East Africa, reaching children and young women who would not have been able to receive a formal education otherwise. Sr. Marla currently serves as the Vicar for Religious at the Diocese of Covington as well as a Spiritual Companion for the Sisters of Notre Dame Board Ministry. Sister Marla has served on the St. Charles Community Board in Covington since 2003 and has been its Chairwoman since 2017. Sr. Marla served on the St. Claire HealthCare Board of Directors since 2005 and has served as its chair since 2017.

Dr. Robert “Bob” Albert


Robert "Bob" Albert

Dr. Robert “Bob” Albert is a native of Dayton, Ohio. Bob is a two-time graduate of MSU who earned a bachelor’s degree in English in 1984 and a Master of Business Administration in 1985. He completed his Ph.D. degree in finance from the University of Cincinnati in 1992. Bob joined MSU’s faculty in 1995 to teach courses in finance. He served as interim dean for one year before being named dean of the College of Business in July 1999. As dean, he helped lead efforts for the official naming of the college as the Elmer R. Smith College of Business and Technology. In Bob’s last administrative role with MSU, he served as interim provost and vice president for academic affairs from July 1, 2018, until his retirement on June 30, 2020.

Phillip “Brad” Baker, DO


Phillip "Brad" Baker, DOPhillip "Brad" Baker, DO, is a native of Eastern Kentucky. He joined the SCH medical staff in 2016 as a family medicine physician at St. Claire’s Owingsville clinic and now serves as a hospitalist at St. Claire Regional Medical Center. Dr. Baker is a graduate of the University of Pikeville College - Kentucky College of Osteopathic Medicine and completed his residency through the University of Kentucky Family Community Medicine Residency Program.

Aaron “Parker” Banks, DO


Aaron "Parker" Banks, DOAaron “Parker” Banks, DO, a native of West Liberty, earned his medical degree from the Pikeville College of Osteopathic Medicine and completed his residency through St. Claire’s Family Medicine Residency Program in Sandy Hook. He joined St. Claire HealthCare’s medical staff in 2016, and has cared for patients at SCH’s primary care clinic in Sandy Hook, and most recently in the Owingsville location. Dr. Banks has served as the Medical Staff President for St. Claire Healthcare since 2021.

Angela M. Gates


Angela M. GatesAngela M. Gates, Attorney at Law, is a partner at Dressman Benzinger LaVelle (DBL Law) where she heads the Banking and Commercial Law Division. DBL Law is the largest Northern Kentucky- based law firm and one of the largest firms in Greater Cincinnati and Louisville. A resident of Edgewood, Kentucky, Gates is a member of the Kentucky, Northern Kentucky, Ohio, and Cincinnati Bar Associations, as well as CREW (Commercial Real Estate Women). She graduated Cum Laude from Xavier University in 2000 and earned her Juris Doctor from the University of Cincinnati College of Law in 2003. Gates also serves on the Board of Directors for UpSpring and previously served on the Board for the Family Nurturing Center.

Shelley Irving, PA-C


Shelley Irving, PA-CShelley Irving, PA-C, is an assistant professor and site director for the University of Kentucky College of Health Sciences Physician Assistant Studies Department’s Morehead Campus. She also serves as the lead charge for the People’s Clinic, a local clinic providing free healthcare to those who cannot afford to pay, and serves as a Fellow of the UK Center for Interprofessional Health Education and as a member of the CME Committee for the Kentucky Academy of Physician Assistants (KAPA). Irving is a resident of Lexington, Kentucky.

Dan Markwell


Dan Markwell

Dan Markwell, a resident of Morehead, Kentucky, serves as the Vice Chair for St. Claire Healthcare’s Board of Directors. Dan is the Owner of Trademark Insurance and Investments in Morehead. He received his Bachelor Degree in Business Administration from Morehead State University, and a Master of Finance from the University of Kentucky. He is involved in several civic and community activities including the Lions Club, Downtown Morehead Board of Directors, and the Morehead United Methodist Church. Dan has also served on the Morehead State University College of Business Advisory Board, and Board member of The Citizens Bank.

Sr. Marge Mouch, SND


Sr. Marge Mouch, SNDSr. Marge Mouch, SND, previously served as the director of mission integration at St. Claire HealthCare and was a member of the Board of Directors from 1988 to 1998. She earned her M.Ed in supervision and elementary education from Xavier University and a master’s degree in lay pastoral ministry from Mount St. Mary’s Seminary and School of Theology. Having recently traveled to Uganda for ministry work, Sr. Mouch now resides in Morehead.

Oliver Thomas Newcomb, IV, MD


Oliver Thomas Newcomb, IV, MDOliver Thomas Newcomb, IV, MD, a resident of Rowan County, joined St. Claire HealthCare’s medical staff in 2017. A specialist in urology, he received his bachelor’s degree from the University of Kentucky and went on to earn his medical degree from the University of Louisville School of Medicine where he also completed his residency. He previously served as the chair of the Department of Surgery in SCH’s medical staff leadership.

John Northcutt


John NorthcuttJohn Northcutt, the director at Northcutt and Son Home for Funerals, is serving as the assistant chief of the Morehead Fire Department and was re-elected to serve his sixth term as Rowan County coroner. He is a member of the Kentucky Mass Fatality Team and has assisted in several retrieval efforts including Hurricane Katrina and Comair Flight 5191 in Lexington. A resident of Rowan County, Northcutt has also served as the president of the Morehead Optimist Club.

Karen “Nichole” Smith, LNHA


Karen "Nichole" Smith, LNHAKaren “Nichole” Smith, LNHA, has served as the Administrator for St. Charles Care Center Inc. since May 2013. Nichole received her Bachelor of Art degree from Morehead State University in 1995. She received her Master of Science from Southwest Baptist University in 1998 with a 4.0 GPA. Nichole is a Certified Therapeutic Recreation Specialist and Licensed Nursing Home Administrator. Nichole has served on the St. Claire Board of Directors since 2013.

Russ Ward


Russ WardRuss Ward, a veteran educator of over twenty years, serves as President/CEO of Maysville Community and Technical College (MCTCS). Ward previously served as the Campus Director at the Rowan Campus of MCTCS and professor of sociology earning numerous teaching awards. He is a graduate of Morehead State University where he received his Bachelor of Arts in Psychology and Master of Arts in Sociology.

Donald H. Lloyd, II


Donald H. Lloyd, IIDonald H. Lloyd, II, joined St. Claire HealthCare as President and Chief Executive Officer in 2019. Mr. Lloyd has over 30 years of healthcare administration experience as both a chief executive officer and a chief operating officer. Prior to joining SCH, he was president and CEO at CHRISTUS Health Southwest Louisiana, located in Lake Charles, Louisiana for six years. He received his Bachelor of Science in Business Administration and Economics from Lander University in Greenwood, South Carolina, and his Master’s in Business Administration from Francis Marion University in Florence, South Carolina.
